Mombasa import delays: what usually holds a container, and how to cut the wait
Mombasa handled 2.11 million TEUs in 2025 while KPA free days stayed fixed. Use the tariff lines, the common document holds, and a pre arrival sequence to protect free time.
Most delays at the Port of Mombasa are not mysteries. They show up in the documents days before the vessel arrives. Importers who treat arrival as the start of clearing often meet storage and demurrage at the same time. Importers who treat booking as the start of clearing usually leave faster.
This note is a practical checklist for home use imports through Mombasa, including cargo from China moving as full container load (FCL) or less than container load (LCL).
The port is busier. Free days did not get longer.
Mombasa handled about 1.623 million TEUs in 2023, 2.005 million TEUs in 2024 (about 24% growth), and 2.11 million TEUs in 2025 (about 5.5% growth) (KPA media releases). Total cargo reached 45.45 million metric tons in 2025, up about 10% on 2024. Transit cargo rose to 15.88 million tons from 13.29 million tons. More volume means more competition for yard space and truck slots. Predictability comes from finishing the file before discharge, not from hoping the free period stretches.
Under the Kenya Ports Authority Tariff effective 15 September 2025 (still the Tariff Book posted on kpa.co.ke as of this draft), free storage for Imports and Transhipment cargo starts the next day after discharge. Free days run consecutively and include Saturdays, Sundays and public holidays.
Clause 18 free periods that matter for most importers:
- Domestic import containers (18.1), including through ICDs (18.6): first 5 consecutive days free.
- Transit import containers (18.3 / 18.7): first 15 consecutive days free.
- Domestic import conventional (loose) cargo (18.20): first 6 consecutive days free.
- Transit import conventional cargo (18.23): first 11 consecutive days free.
There is no separate “LCL free days” line. While cargo sits in a container, the container lines apply. After stripping, conventional or CFS rules can apply. Do not copy an FCL yard plan onto an LCL house bill.
The carrier’s demurrage or detention free time is separate from KPA storage. Confirm both in writing for the actual bill of lading.
Clearance got faster on paper. Document gaps still burn free days.
KRA reported that centralized clearance cut average cargo clearance time from 110 hours to 42 hours in FY 2024/25 (62% reduction). That is a real efficiency gain. It does not rescue a file that is missing a Certificate of Conformity, a Certificate of Origin, or the foreign export declaration now required under Tax Procedures Act Section 23B. Customs revenue also climbed: Kshs. 879.329 billion in FY 2024/25 at about Kshs. 3.546 billion a day on average (KRA, 17 July 2025). Higher collections and faster average lanes both reward complete, matched documents.
What usually causes the hold
- Invoice values or descriptions that do not match the packing list or bill of lading.
- Import Declaration Form raised late, or not raised before shipment when the process requires it.
- Regulated goods shipped without a Certificate of Conformity.
- Wrong tariff classification, leading to reassessment and a fresh payment notice.
- Missing Certificate of Origin where Section 44A requires one.
- Missing foreign export declaration or equivalent export customs document under Section 23B.
- Duty and levy payment made after free days have already run.
- Container selected for verification with nobody appointed to attend.
- Customs release issued with no truck booked, so the box sits while both clocks keep running.
A pre arrival sequence that works
At purchase order. Lock Incoterms, HS code working assumption, product description, and who supplies COO, CoC, freight invoice and the foreign export declaration.
Before loading. Appoint a customs clearing agent. Lodge the IDF where required and send it to the supplier for any needed conformity inspection. Confirm the bill of lading shows the correct consignee and notify party. For FCL versus LCL, compare full landed logistics cost (origin handling, ocean, destination CFS or container charges, clearance, inland haul), not ocean freight alone.
While the vessel is at sea. Share the full document pack. Align invoice, packing list, BL, COO, CoC and export declaration. Confirm funds for duties and levies. Book verification attendance if exam risk is high. Pre book transport for the release day you are targeting.
On discharge day. Know your free day zero: the next calendar day starts KPA’s consecutive free period for a domestic import container. Aim to have taxes paid and delivery order work moving before day five ends for domestic containers, or before day six ends if your cargo is already conventional loose cargo under Clause 18.20.
FCL or LCL from China: delay risk differs
FCL usually means fewer handling stages and a clearer yard path. It suits denser or larger cargo when the full origin to Nairobi or upcountry cost beats LCL.
LCL suits smaller commercial lots and multi supplier buys, but adds origin consolidation and Mombasa deconsolidation. Destination CFS fees are often charged on cubic metres, weight or measurement, house bill or a minimum. Ask for the Mombasa destination tariff before you book, and build extra days for stripping into your plan. Confirm CFS free time separately from KPA’s container free days.
Simple habits that shorten dwell
Send the commercial pack early. Pay assessments the same day they issue when funds allow. Keep one owner on the file who tracks KPA free days and carrier free time separately. For LCL, confirm cargo availability at the CFS before you promise delivery dates inland.
